Portugal China Green Maritime Fuels & Decarbonisation 2026
Templo da Poesia, Oeiras, Portugal
Transitioning green methanol, green ammonia, and e-fuels from demonstration scale to commercial deployment. Key discussion topics:
- Hydrogen, ammonia, and methanol production pathways and renewable energy configurations
- Engineering-scale effects and Levelized Cost of Fuel (LCoF) reduction trajectories
- Integration of sustainable upstream feedstocks and CCUS mechanisms
- Supply-chain routing and cross-border logistics (China production – Hong Kong transshipment – Portugal deployment)
This track will address cost competitiveness, sustainability, supply stability, and cross-border delivery capability, providing a basis for long-term fuel substitution planning by shipping companies and ports.
Shifting from compliance-driven pressure to market-driven demand and bunkering scenarios Key discussion topics:
- Vessel fuel-switching pathways and fleet renewal strategies
- Development of port green bunkering infrastructure (storage, safety management, permitting processes, and operating models)
- Allocation of compliance costs and “green premium” sharing mechanisms between shipowners and cargo owners
- China–Europe port and shipping coordination and the formation of demand pooling mechanisms
- The role of ports as logistics and certification hubs for green fuels entering Northern European markets
This track aims to clarify the decisive role of demand-side offtake willingness, payment structures, and bunkering network configuration in enabling the large-scale deployment of green fuels.
In alignment with FuelEU Maritime, the EU ETS, and carbon-intensity accounting systems, the Forum will promote technical and institutional exchanges between China and Portugal—and more broadly between China and the EU—on certification methodologies, carbon boundaries, sustainable feedstocks, and compliance pathways.
This track aims to clarify how to reduce institutional transaction costs and provide clear compliance channels for green maritime fuels entering the European market.
- KEYNOTE SPEECH: PAULO PAMPLONA, MARITIME ADMINISTRATION SERVICES DIRECTOR AND ALTERNATE PERMANENT REPRESENTATIVE OF PORTUGAL TO IMO
- KEYNOTE SPEECH: MARINA PIMENTA, VICE PRESIDENTE DO CONSELHO DE ADMINISTRAÇÃO DA SDM-SOCIEDADE DE DESENVOLVIMENTO DA MADEIRA
- KEYNOTE SPEECH: MANUELA TOMASSINI, HEAD OF SUSTAINABILITY AND TECHNICAL ASSISTANCE OF THE EUROPEAN MARITIME SAFETY AGENCY
Establishing cross-regional price anchors and financing structures for green maritime fuels. Key discussion topics include:
- Formation of liquidity through multi-port bunkering networks
- Use of long-term offtake agreements as collateral and credit-enhancement tools for project financing
- Fuel price discovery mechanisms and indexation models (China–Europe price reference options)
- Feasibility of integrating carbon credits, allowances, and green certificates into cross-border settlement
- Blended financing instruments, including EU support schemes, Export Credit Agencies (ECA), green loans, and fund investment
- Alignment between Hong Kong’s green taxonomy and cross-border maritime finance
This track directly addresses the financial feasibility and risk-pricing mechanisms required for Final Investment Decisions (FID) and large-scale infrastructure deployment.
The Forum will engage major Asian port and shipping hubs to promote multi-port coordination and multilateral bunkering network development, forming complementary—and where appropriate competitive—relationships with European hubs. Key focus areas include:
- Interconnection of ports across supply, bunkering, and trading functions
- Cross-regional integration of shipping demand pooling mechanisms
- Adaptability of trading platforms and price discovery mechanisms across different hubs
- Cross-border interoperability of financial and settlement instruments
By combining the financial and trading capabilities of Hong Kong and Singapore, the institutional platform of Macao, and Portugal’s position as an Atlantic gateway, the Forum aims to co-develop a global maritime decarbonization hub system spanning Europe, Asia, and Oceania.
KEYNOTE SPEECH BY: TERESA CARDOSO, PRESIDENT OF PORT ASSOCIATION OF PORTUGAL (tbc)
To support the transition from technology pathway discussions toward production–consumption coordination and institutionalized deployment, the Forum adopts a “4+1” industrial collaboration model. This model brings together representative institutions across the key dimensions of regulation, demand, supply, certification, and finance, forming an actionable, cross-value-chain engagement structure for green maritime fuels based on the combination of hydrogen, green liquid maritime fuels and offshore wind.
